Short Summary
We are making a proposal to legitimize our existence as a core group called ‘The Governance & Coordination Group’ (GCG) in the Centrifuge DAO and to ask for the mandate to facilitate, coordinate and formalize governance processes. In the future, we expect to help the coordination and accountability of other groups in the DAO.
High-level objective
We believe that decentralization plays a key role in the Governance process and the future of any project.
We are proposing to form as a group with the mandate to facilitate all governance processes (ie. ensure Governance processes are followed correctly). We will also propose some of the necessary foundational infrastructure for the DAO, including founding documents (see details below).
One of our first activities will be to propose a clearer Governance process (i.e. the steps that proposal creators must take and how to do it) and a Proposal Framework (with clear proposal types and templates) to be the foundational process that all Centrifuge Governance processes (like the POP) draw from.
Another one of our activities will be to improve the engagement of the Community in the Governance process and establish friendly relationships with Governance Facilitators of other projects and DAO groups.
We will also improve the documentation and resources relating to Governance.
Background
We have noticed several opportunities for improvement of Governance in the Centrifuge DAO:
- Documentation is in many places
- Governance processes have started without being mandated by the entire community
- Governance proposals miss steps
- Polls are miswritten causing confusion, repetition of polls, and hence delays
- The Community has a hard time keeping up with the different Governance initiatives, polls, and votes
Description of Activity
- Governance Process and facilitation
We will check any proposals submitted through the Governance process. After a Request For Comments (RFC) has been posted, the GCG will be available to assist the proposer to submit the Centrifuge Proposal (CP) to the correct place after verifying that the posted CP proposal meets the correct formats, naming standards, and other requirements (to be detailed in the forthcoming proposal on Governance processes).
GCG is responsible for scheduling, running, and moderating a monthly Governance Call.
- Recurring Governance processes
We will ensure that recurring Governance proposals that are essential to the protocol, like minting Tinlake CFG rewards, RWA Market rewards etc. are done correctly, transparently and in a timely manner.
- Moderation and Communication
It is difficult to facilitate effective governance if a top-quality communication culture does not exist.
GCG is responsible for helping the DAO be its best self by modeling exemplary Governance.
We will ensure the health and integrity of the communication channels that are used for communication within the Centrifuge DAO. These tasks include moderation duties, establishing processes and social norms, and defending the channels from any kind of trolling.
We will create a Code of Conduct and Conflict Resolution Process and propose it to the community, and use this as a basis for our moderation. This also means that the members of GCG themselves should set an example with their own behavior across all channels - even outside our own ecosystem.
GCG will propose the ‘founding documents of the DAO including the code of conduct and conditions for being off boarded” These documents should also include the mission and principles of the Centrifuge DAO, to be proposed as a vote after running a participatory process with all stakeholders.
- Coordination (and accountability)
DAOs have historically been bad at ensuring actors and SubDAOs are held accountable, we anticipate that the Centrifuge DAO will have many groups in the future who need to be kept accountable and GCG would coordinate the assessment of future Core Groups and delegates. In the beginning, we want to try and establish an accountability practice for all Groups where they agree to report monthly on activities and deliverables as a forum post and then present key milestones at least bi-monthly in the Governance Call.
We will also write a bi-monthly short forum based report on the deliverables and accountabilities of other groups and give them a quantitative rating.
Change or improvement
This proposal will bring more stability and transparency to our Governance process. The members of the GCG will dedicate themselves to ensure that all guidelines and procedures are followed to avoid confusion and delays in crucial Governance decisions. We will also moderate our channels when needed to help maintain a healthy and pleasant environment where everyone is heard and opinions are respected. We will also keep the community updated, by informing them on all Governance activities on our Forum and Discord.
The GCG does not have special powers relative to other community members other than ensuring all Governance processes and all steps are being met in accordance with the agreed on proposals.
Accountabilities and deliverables

Ensure that all Governance processes are proposed accurately in accordance with the proposal processes.

Ensure founding documents of the DAO are proposed using a participatory process and input from all stakeholders. Includes but is not limited to Centrifuge Governance processes, Code of Conduct, Conflict Resolution Process.

Assist and guide in the development of the Governance process to any member of the community who wishes to create a proposal or submit it once it meets all requirements.

GCG members will ensure that all manuals and instructions are updated, correspond to the current situation and protocol updates, and are added to our documentation.

Monitor and facilitate recurring Governance proposals to ensure the correct operation of the protocol (Tinlake/Centrifuge).

Cooperate and coordinate with other Centrifuge Group facilitators.

Reviewing applications and onboarding new members to the GCG.

Host and moderate monthly Governance Call.
Group Details/Structure
The GCG will initially be composed of Governance Facilitators Orhan(@Rhano) and Ivan(@ImdioR). We have both been Ambassadors and Moderators for more than a year and have been supporting our community across all our channels (Discord, Forum, and Telegram). Together we have worked on many aspects of the projects since the very beginning and have been present at all major phases of the project over the past year (crowdloans, migration to Polkadot chain, introduction of the POP process, Aave integration etc.). During this time, we have been able to study the strengths and weaknesses of the processes, as well as those aspects that can and should be improved.
GCG will meet weekly and attend the monthly Governance Call to share their work, opinions, and processes.
Anyone in the community, who wants to join the GCG, should reach out to one of the existing members to express their interest, along with the reason for why they want to join and what expertise they will bring to the group. This will be followed by a discussion and vote internally in the group and if the members vote unanimously to onboard the new member, they will be invited to join the group.
There are no roles in the GCG, and everyone in the group has the same voting power (e.g. if they vote for someone to join the group).
This RFC will be open for at least 7 days and will move on to a Snapshot vote afterwards. If there is support for this proposal in the Snapshot vote, the group will be formed. There will be no on-chain referendum for this proposal.
