Snapshot vote: Proposal for new Governance Process and Framework

Thank you everyone for contributing to the discussion around this proposal in the RFC here. We have taken the input into consideration and made some changes regarding indexing the proposals and the titles.

We decided to use the pull request # from Github to index the proposal types. The other option with indexing them in chronological order (i.e. start from 01 and going up) would be too difficult to manage and keep track of, once we start getting many proposals.

We have proposed that governance processes start like this:

  1. Create an RFC on the Forum and the title of the post is e.g. RFC: Mandate and funding of Treasury Group
  2. Submit the proposal to the Github Proposal Repository to get a pull request # (to be used as the index and in the title of the next post)
  3. Create a Proposal post on the Forum and the title of the post is e.g. CP-5634 (MRF): Mandate and funding of Treasury Group

Step 3 is basically equivalent to the old Poll posts on our Forum. It indicates that the RFC stage has ended, changes are made (if necessary), proposal is submitted to Github and the snapshot vote has been created and ready to be voted on. It acts more as an informative post, rather than a discussion post.

We have therefore also updated the governance processes for each proposal type, and their templates, to reflect this.

The vote starts the 29/10/2022 18.00 CET and ends the 12/11/2022 18.00 CET (open for 14 days).

If the snapshot votes passes (majority votes yes), then this new Governance Process will come into effect immediately after, i.e. all new proposals will have to follow the new guidelines and processes.

Within the next couple of months we will evaluate the process and gather feedback to see if it can be improved further. We are prepared to go through a couple of iteration before we find the model that fits our needs.

The snapshot vote for the proposal for the new Governance Process and Framework has passed!

This means that from now on we will be using this new process for making proposals on both Centrifuge and Altair.
