Council Motion 24: Proposal to open HRMP channels between Centrifuge and Statemint + Moonbeam + Acala (resubmission)

Council Motion 23 executed sucessfully on Centrifuge on block 1234303. The XCM sent to Polkadot to execute hrmp init requests to Statemint, Moonbeam, and Acala was received on block 12028830 but it failed with a FailedToTransact error.

The issue was identified and addressed by @nuno and you can find the explanation here.

A new motion (Council Motion 24) has therefore been submitted. The details of Council Motion 24 are the same as for Council Motion 23 - the issue mentioned above has just been fixed.

The governance process for this proposal will be as follows:

  1. Create Council Motion 24 with pre-image hash 0x297c5ad16534080a2af40e3de65636c0743ef6f31d125cfde270c70432d56a4d
  2. Once the motion has passed, there will be a public referendum (Referendum 10) that all CFG token holders can vote on. The voting period will be 7,200 blocks (~1 day with an average block time of 12 seconds)

This post will be updated once the motions pass and the referendum vote is live.

Referendum 10 has passed with SimpleMajority, but unfortunately for the second time, the XCM sent to Polkadot to batching HRMP init channel requests has failed at block #12,076,308, this time with a MaxWeightInvalid error.

A new motion (Council Motion 25) has therefore been submitted. The details of Council Motion 25 are the same as for Council Motion 23 - the issue mentioned above has just been fixed, but the voting time will be reduced to 12 hours due to that motion has been voted already twice.
