Council Motion 106: Runtime Upgrade 1200

The Altair council has just submitted Council Motion 102 for upgrading the Altair chain to Runtime version 1200.

The main content of this Runtime Upgrade is the same as Runtime Upgrade 1103 with addition of the migration to OpenGov:

• Adds OpenGov for Development and Altair Runtimes which coexists with current Gov1 structure
  • Altair config based on RFC: Altair Migration to OpenGov
  • Altair parametrization based on https://docs.google.com/document/d/1asoDHtIT3bhSnwfQir3SZ7NN-5D1i02s01clh9lEd0k
• Applied all changes from v0.11.3 to Altair runtime
  • Includes CheckMetadataHash signed extension which enables generic Polkadot Ledger support (#1865)
