So this council motion will cancel the on-going Referendum 24 and create a new referendum for Runtime Upgrade 1027 that also will be fast-tracked but this time the voting time will only be 7200 blocks (~1 day) to mitigate for the lost time.
Council Motion 103 passed in the council but was not executed because it failed to cancel Referendum 24 (it had already passed). Since it was a batch call, the new referendum didn’t start either.
Council Motion 104 has now been submitted and it is identical with Council Motion 103, just without the cancelling, and the voting time in the subsequent referendum has been reduced to 1,800 blocks (~6 hours) so:
