[Referendum] Increasing the number of validators to 64

Hi I’m Serkan,

validators are oversubscribed, I saw the need for new validators. This will increase the number of cfg holders to stake. It will also be an opportunity for enthusiastic community members who want to become Validators. Therefore, I think the number of validators should be increased to 64. Previously, another community member’s offer was in the form of a 10 validator increase. I also want to get your opinions.
