# Council Motion 11: Proposal for Runtime Upgrade 1007

1. Create pre-image of call parachainSystem.authorizeUpgrade with hash from release  
👉 0xe20d531a93f34c56202bfe2299f88979a3ec9d991c54c3d4bcd3a64ec28b6d46 ✅
2. Council proposes democracy.externalProposeMajority (Council motion) using the hash from the pre-image above  
👉 0x55714a9a2549b911e137ea1ac2675a14eb00852be7171ece25838b654a2f5733 ✅
3. If the motion above passes, the council will propose a democracy.fastrack (Council motion) so the upgrade can be enacted shortly after the public referendum ends (if it passes) ✅
